RIVER BEND HOMEOWNERS ASSOCIATION MONTHLY MEETING JANUARY 2, 2013
LIMESTONE LIBRARY 6:30PM

Board members present: Erin Walker, Debbie Turner, Andrea Cinnamon, Steve Devine

1 homeowner present and John Bevis from the Health Department

Called to order at 6:30pm by Erin with a motion by Debbie and seconded by Andrea and all others agreed
John Bevis here to tell us about septic options in our subdivision the house in question is waiting for the board decision to allow discharge in to the retention pond and then they will issue and approve the application and permit the Health Dept was informed this week by Steve after a board vote last month that the entire septic system had to be on their property but we understand with the slope of the ground on their property there will be some run off of clean water in to the retention pond as there also is from two other homes around the pond which was previously approved before a board was formed (by Azzarelli Developement)
Option 1- common drainage tile which could have three houses attached and would drain in a tile to the drain in the retention pond and then on to river The HOA would have to pay for this and the cost is not known at this time Per the Health dept this was originally in the subdivision plans to be done by Azzarelli but was not done and there is no record at the health dept as to why
Option 2- tank and drainage fields is what is already there and has failed so this is not an option for the homeowner
Option 3- Aeration system with direct discharge on their property and then going to the retention pond due to the slope of the land There could be a pipe or a rock receiving area whcih would also be on their property There are already 2 others around the pond with this type of system one is 10 feet from the property line which is now code and the other received a variance and was allowed to drain directly in to the retention pond (This was again done before a HOA was formed ) Aeration systems treat themselves and discharge clean water they must be inspected and pumped every 6 months by the homeowner This is the plan that will be recommended to the homeowner by John Bevis Mr Bevis said there are pamplets available at the Health Dept to educate homeowners on their systems as he stated many people never get their systems pumped or checked and this should be done every 2-3 years we will get some information for the annual meeting
Secretaries report read by Debbie with motion to approve by Steve and seconded by Andrea All others agreed
Treasurers report read by Debbie with motion to approve by Steve and seconded by Erin and all others agreed
Debbie will check if the dog run that a letter was sent out about is still there Debbie will get the taxes done after the December bank statement is received
The annual meeting will be Feb 9, 2013 Debbie will check with the library and do a budget and send out postcards
A nominating committee was selected of Mike Bossert, Linda Faber, Chad Gessner and Rich Berns Debbie will call them and ask them to find any one interested in being on the board
Terms up this year (2013) are Leroy Sarowatz, Dave Baron and Debbie Turner Terms up in 2014 will be Andrea Cinnamon, Steve Devine, Chris Benoit and Erin Walker (Debbie will stay on and will check with Dave if he wants to stay on)
Debbie will again update Rod on the progress and ask that he slope the ground towards the drain that is already there before seeding
The library was reserved for the monthly meetings for 2013

River Bend West Homeowners Association Meeting Wednesday February 6, 2013

Called to order at 6:30 pm with a motion by Dave and seconded by Andrea
Secretaries report read by Debbie with a motion to approve by Dave and seconded by Steve
Treasurers report read by Debbie with a motion to approve by Dave and seconded by Steve
New Business The annual meeting will be this Saturday at the library at 10:15 am. The main topic will be how to spend the Shell money and election of board. As of this time, the nominating committee did not find any one new to be on the board. The present board has agreed to continue if no one comes forward at the annual meeting.
Debbie asked to be reimbursed for $13.80 for ink for her printer to print the postcards and dues notices in March. Motion by Erin and seconded by Andrea.
Old Business The dog run on Valley View Dr is gone Tax papers are at the accountant but she does not have the forms yet so she will let us know when they are done Rod Middleton said he will not need to bring in more dirt in the retention pond, just grade it down to the drain
